[en] Tacis Nuclear Safety programme has been operating in Russia for ten years, but the results do not meet the expectations. Corresponding programmes conducted bilaterally or by the EBRD have been far more successful. In spite of the constant alteration of the organisation and procedures, the Tacis Nuclear Safety programme may never reach that level of efficiency. The interests of the 15 EU member states differ leading to complicated ruling. The practice to occupy the project management posts with administrators without relevant background leaves no emphasis to the nuclear safety itself. More radical changes are needed. A first step would be launching large-scale projects with their management delegated to the plant site. (author)
