AbstractAbstract
[en] The Fuel Incident Notification and Analysis System (FINAS) is an international system jointly operated by the International Atomic Energy Agency (IAEA) and the Nuclear Energy Agency of the Organisation for Economic Cooperation and Development (OECD/NEA). The fundamental objective of FINAS is to contribute to improving the safety of fuel cycle facilities, which are operated worldwide. This objective can be achieved by providing timely and detailed information on both technical and human factors related to events of safety significance, which occur at these facilities. The purpose of these guidelines, which supersede the previous NEA FINAS guidelines is to describe the system and to give users the necessary background and guidance to enable them to produce FINAS reports meeting a high standard of quality while retaining the high efficiency of the system expected by all Member States operating FCFs. These guidelines have been jointly developed and approved by the NEA/IAEA
