[en] The article discussed actions currently being considered by Quebec towards reducing GHGs. The authors argued that Canada's ratification of the Kyoto Protocol is a purely symbolic gesture, as the country has not achieved its committed targets on reducing greenhouse gases (GHGs). In response to this inaction, provincial governments are now taking control of climate change issues. The article emphasized that Quebec's historical investment in hydro-electricity means that the province emits very low amounts of GHGs when compared with other provinces. Quebec has been pursuing Kyoto-like targets more aggressively than any other jurisdiction in Canada. The province's emissions have only risen 4.8 per cent since 1990. Energy use in Quebec has become more efficient. Quebec also has the lowest per capita output of GHGs in Canada, despite the fact that its population base grew by 7.7 per cent between 1990 and 2005. The province has pursued a strategy of emissions reduction since 2000, and has teamed up with the private sector to provide $1.6 billion towards reducing electricity consumption. However, a strict regulatory regime may result in some businesses moving away from the province. It was concluded that Canada's federal government stands to learn by Quebec's example. 1 fig
