AbstractAbstract
[en] A report about partial monitoring system 'Radioactivity of the environment' in the Slovak Republic in 2011 is presented. Slovak Hydrometeorological Institute (SHMI) integrates the national meteorological service, the national hydrological service and the national air pollution service. SHMI is governmental budgetary organisation directed by the Slovak Ministry of Environment. SHMI is certificated on ISO 9001. The radiation monitoring network of the Slovak Hydrometeorological Institute as a system of early warning is part of the radiation monitoring network of the Slovak Republic. It is based on the Law 355/2007, of 21th June, on preservation, encouragement and development of public health. This system fulfils a second function too: it is part of the environmental monitoring in the Slovak Republic on the base decision of Slovak Government. A Centre for the Partial monitoring system - Radioactivity of the environment was established at SHMI in 2000. All activities of radiation monitoring in the SHMI is financed from budget of governmental environment monitoring. SHMI operates 4 from 10 environmental monitoring subsystems in the Slovak Republic (Meteorology and Climatology, Water, Quality of Air, Radiation Monitoring). On the base resolution of the government Commission for radiation accidents SHMI is operating United database of radiation data in the Slovak Republic. In the frame of this database SHMI cooperates with other partners such as: the Slovak Army, Ministry of Interior (Civil Protection), Ministry of Health, Slovak Power Plants. At present bilateral off-line data exchange with the Slovak Army, Slovak Power Plants and Civil Protection is running. United database is a common platform for data processing, analysis, comparison and cooperation between partners. Results are presented in the common annual reports. SHMI cooperates with the European Commission Joint Research Centre (EC JRC) at Ispra in the frame of EURDEP (European Union Data Exchange Platform) from 1998. In the 2008 Memorandum of Understanding between EC JRC and SHMI was signed. At present format EURDEP 2.0 from 1.12.2002 is used in the data exchange with EC JRC. A new format EURDEP XML is prepared. Data from the Slovak monitoring network is stored on the ftp server of SHMI every 1 hour and then the data is down-loaded to the Ispra database. http://eurdep.jrc.ec.europa.eu/Basic/Pages/Public/Home/Default.aspx. SHMI takes part in all international emergency exercises (INEX, ConvEx). The monitoring of gamma dose rates in the Slovak Hydrometeorological Institute is an important part of the early warning system, hazard management and monitoring of the environment. The radiation monitoring network is an integral part of SHMI monitoring activities. This network is equipped with metrological verified devices but they need revitalization in the short time. Data processing includes many mathematical and statistical analyses. SHMI is responsible for international data exchange with the European Commission and with partners in Austria and Hungary.
