AbstractAbstract
[en] The authors report a study which aimed at precisely assessing for France and Europe the economic consequences on growth and employment of the implementation of the European Climate Plan which must be implemented in 2013, and at providing elements of reflection for the Committee '2020-2050 Trajectories' for the study of the cost-efficiency trajectories of reduction of greenhouse gas emissions in compliance with the 'factor 5' objective by 2050. After a presentation of the European econometric model (NEMESIS), this report describes the elaborated reference scenario. The obtained results for Europe and France show that the 2008 crisis has largely invalidated the initial objectives of the European climate Plan, that the objectives (EU-ETS excluded) are achieved spontaneously in many countries, and that the -30 pc objective only implies a 7.5 pc reduction of greenhouse gas emissions by 2020
