AbstractAbstract
[en] Structure and ownership: Prior to the reform, the electricity industry was dominated by the state-owned vertically integrated utility, the Turkish Electricity Authority. As part of the reform in 1994, the authority was split into two state-owned companies: the Turkish Electricity Generation and Transmission Company (TEAS) and the Turkish Electricity Distribution Company (TEDAS). The TEAS was made responsible for generation and transmission and the TEDAS for the distribution and retail sale of electricity. Private investors were also allowed to participate in the power sector. Different models were used to encourage private participation, including build–operate–transfer (BOT), build–own–operate (BOO) and the transfer of operating rights (TOOR)
