AbstractAbstract
[en] In January 2016, the Integrated Regulatory Review Service (IRRS) of International Atomic Energy Agency (IAEA) conducted evaluation/suggestion on the Nuclear Regulation Authority and Nuclear Regulatory Agency of Japan. Based on this, Japan's nuclear regulations will shift to performance inspection like the United States NRC. The Nuclear Reactor Regulation Law is also expected to be revised within one year, and inspection system will be largely reformed. The conventional maintenance and inspection system, which focuses overhaul inspection and document check, is to shift to a new maintenance and inspection system, which focuses condition-monitoring maintenance and in-operation inspection. In face of this change, it is necessary to adopt an integrated maintenance system, where all maintenance activities are inputted and classified, and the maintenance conditions of a plant are converted to database and visualized. The Japan Society of Maintenology, at its 'nuclear safety regulatory review meeting,' compiled the issues encountered in conformance assessment and construction plan approval in the past, prepared 'basic policy for typifying and prioritizing new regulation conformance assessment' for solving the above issues, and submitted it to the Nuclear Regulation Authority. The proposal of the Japan Society of Maintenology has properly been reflected on regulatory administration. The Japan Society of Maintenology believes that the appropriate promotion of the 'major reforms of Japan's inspection system and integrated maintenance inspection system of new era' is the mission of this society.
