The Manual describes how the operator takes care of the nuclear material accountancy and control and handles the safeguards obligations. The Manual serves as a collection of instructions for the staff for performing the safeguards work at the facility. Furthermore, the Manual is a documentation of the operator’s procedures for fulfilling the safeguards requirements. Thus, the Manual needs to be reviewed, assessed and inspected by the regulatory body when evaluating the safeguards system of the operator.
