[en] Full text: As part of a Memorandum of Understanding between the Malaysian Atomic Energy Licensing Board and the National University of Malaysia (UKM), one of the agreed upon flagship activities was the endeavor to offer the Masters of Science (MSc) in Nuclear Safety, Security and Safeguards degree. The purpose of this degree was two-fold; 1) as a means of providing the necessary fundamental knowledge and skills to the staff members of the Atomic Energy Licensing Board and 2) to build the expertise of the faculty of the Nuclear Science program of UKM, while simultaneously upgrading the universities facilities and infrastructure. This paper will discuss the processes undertook in; the development of the degree program structure and curriculum, obtaining relevant stakeholder feedback on the necessity and suitability of the proposed degree and the selection and collection of the various reference materials. It will also discuss the complexities of designing such a program with a balance of Nuclear Safety, Security and Safeguards elements that will still be attractive to prospective candidates with technical and non-technical backgrounds from the various authorities, agencies and industries. It will also describe the methodology in which the lack of capability and expertise amongst the university faculty in the relatively new field of nuclear security and safeguards is remedied during the curriculum development process. Lessons learnt from the experience and avenues of possible assistance will also be shared. (author)
