AbstractAbstract
[en] This paper proposes a decommissioning strategy and a safe decommissioning process for the first Brazilian nuclear propelled submarine. To do so three main aspects were taken into consideration: the previous successful submarine decommissioning experience obtained by the U.S. Navy, French Navy, Russian Federation Navy and British Royal Navy throughout the last 30 years of nuclear propelled submarine's operation; the conformity of those foreign safety proven procedures with the Brazilian nuclear regulations, and; the facilities of Itaguai Naval Base and Shipyard to safely decommission and dismantle nuclear propelled submarines. To cover all the required activities from the end of the submarine operational life to its hull dismantling, the proposal was divided into five phases, as follows: 1- Preparatory Phase, focused on the preparation of the submarine to the spent nuclear fuel removal; 2 - Fuel and Wastes Removal Phase, focused on the spent fuel and radioactive waste removal at the dry docks; 3 - Fuel and Wastes Management Phase, focused on the management of the spent fuel and radioactive waste at the submarine support facilities; 4 - Activated Materials Management Phase, focused on the submarine's reactor section removal and the management of the existing activated materials; and 5 - Hull Dismantling Phase, focused on the adequate recycling, disposal or storage of the materials existing at submarine's forward and aft sections.
