AbstractAbstract
[en] One form of damage that cannot be overlooked in the nuclear accident is initial exposure. In the draft of Annex B of the ICRP's new recommendation 'Radiological Protection of People and Environment in the Event of Large Nuclear Accident,' which deals with body surface contamination measurement and thyroid exposure measurement in response to the initial exposure of the TEPCO Fukushima Daiichi Nuclear Power Station accident, ICRP notes that there was no problem in both inspections. ICRP does not capture the reality. This is due to that one of the sources of citation, the report of the 'Investigation Committee on the Accident at the Fukushima Nuclear Power Station of Tokyo Electric Power Company.' has a major flaw. This paper introduces the facts reported by the Government Accident Investigation Committee and verifies the missing points in detail. (A.O.)
