AbstractAbstract
[en] Contracts of territorial/patrimonial objectives have been created and are proposed by the ADEME with two main objectives: to support the greater power of operators, and to prepare the generalisation of thermal renewable and recoverable energies. More precisely, these contracts are gathering such projects of small size, issued from different sectors and gathered by clusters, in order to allow the funding of projects which are smaller than the Heat Fund ('Fonds Chaleur') thresholds. After having outlined the different benefits of these contracts, and indicated French territories which already have adopted them, this report comments realisations and results. A chapter discusses who can play the role of territorial/patrimonial operator, and proposes a focus of the roles of animator in the case of wood-energy, geothermal energy, and thermal solar energy. While using illustrative examples, the organisation of the contract process and support is described, notably with a description of the way the quantification of contract objectives is addressed. Quantitative objectives of the contract and eligible equipment are indicated. Answers to some typical questions are given regarding economic aspects, contract duration, fund assignment, contract management, the meeting or non-meeting of objectives, and other additional aspects
