AbstractAbstract
[en] This publication first outlines that Vietnam displays a high potential for the development of offshore wind energy with its favourable geographical conditions, and ambitious objectives relying on a possible technical potential of 160 GW. This development is also an instrument for the Vietnamese land planning (adaptation of port infrastructures, element of protection of Vietnam maritime sovereignty), and is supported by public policies in favour of the development of renewable energies (and with the evolution of the regulatory framework for the development of the offshore sector). However, the offshore wind energy market is facing obstacles which may slow down its development (regulatory and technical uncertainties, constraints of an overloaded electric power network). The paper outlines that, despite a strong international competition, French actors possess assets to be present in the emergence of the Vietnamese offshore wind energy (a table indicates international actors already present in various projects)
