AbstractAbstract
[en] This parliamentary report proposes a critical approach to the content of the finance bill project for 2021 regarding the reviewing of purchase prices for photovoltaic contracts by outlining that, between 2006 and 2010, these prices have been too generous with respect to the collapse of installation costs, and that the measure adopted in the 2021 finance bill project is regrettable and has little respect for the Parliament. Then, it outlines micro- and macro-economic risks and the very much uncertain impact on public finances. In a second part, it outlines the critical importance of the safeguard clause to preserve the economic viability of producers, by proposing an overview of the concerns of the sector, and by outlining the need of a more precise definition of the conditions of application of this safeguard clause
