AbstractAbstract
[en] The 'energy' vulnerability of a country is a situation in which the country is unable to make energy policy choices with a free consent, or has to make them with an economic or political cost which is collectively unaffordable. To be energy dependent is different as one can be dependent without being vulnerable. The objective of the author is then to try to build synthetic indicators of energy vulnerability, and to identify determining factors of vulnerability. Another objective is to identify available means for the public authority to limit this vulnerability. The author finally discusses how this vulnerability can be addressed at the level of a company which is a high energy consumer, or at the level of an energy provider
