[en] The study of the migration of energy and spectra in the glasses of various systems has made it possible to reveal that the glasses on the phosphate base are distinguished for domination of the migration processes over concentration quenching at a room temperature and considerable attenuation of the migration when the temperature is reduced down to the temperature of liquid He. Some peculiar features of Stark splitting of levels sup(4)Isub(9/2) and sup(4)Fsub(3/2) testify to a low symmetry of the crystal field acting upon ion NJ3+ and to its low magnitude
