[en] The Handbook is directed primarily to users of radiation sources throughout the Food and Drug Administration. Specific precautions regarding the possession and use of radiation sources in meeting the Agency's objectives are an inherent responsibility of all employees. In addition, the increased emphasis on occupational safety and health and the responsibilities placed on the Department by Public Law and Executive Order make it mandatory that all organizational levels and activities conform to the intent of this Handbook. The policies and procedures described in this document apply to all Agency operators and activities and are intended to protect employees and the general public
