AbstractAbstract
[en] The economics of dual-purpose desalination plants is presented from a general standpoint. The concept of demand curves for water and electricity is introduced, which leads to a rational sharing of production costs between both commodities within the framework of a market. The purpose of the study, which is based upon the principles of classical economics, is to develop objective criteria for the design of desalination plants and to derive from these a normative method for pricing both joint products, water and electricity, following as much as possible the structure of the demand. Such criteria are in particular either the maximization of benefit for the operator or the maximum welfare for the community. They involve either equality between marginal costs and revenues, or equality between marginal costs and marginal satisfactions (theory of surplus). As the size of the plant is often the predominant factor in selecting the process to be used, it follows from the above considerations that this selection is closely related to: (a) The shape of the demand curve for water; (b) The economic criterion selected and the relevant constraints (public or private ownership, limitation of the investments, etc). This makes market surveys and a rather refined economic analysis indispensable before any decision is taken on the desalination technique to be adopted. (author). Abstract only

AbstractAbstract
[en] Integrating a double-purpose desalination and electricity generating plant into a water supply system alters the conditions in which the other water and electricity sources are used, as the peak and the base load water and electricity demands have to be met at the least cost. This paper attempts to show how the problem of determining optimal water supply structures can be approached, in definite cases, but against a global economic back-ground. It becomes necessary to define the competition between classical resources and desalination plants, as these plants introduce into optimum studies new factors due to the peculiar shape of their production functions. These new factors (fixed and proportional costs structures, flow availabilities) are studied in relation to the production functions in various management cases (private monopoly, public monopoly). L'intervention d'une installation egalement productrice d'energie electrique dans l'alimentation en eau d'une zone modifie les conditions d'utilisation des autres ressources en eau et en electricite, compte tenu de la necessite d'assurer les pointes et la base des diagrammes de demande d'eau et d'electricite au moindre cout. Cet expose se propose de montrer comment on peut approcher le probleme de la determination des structures optimales d'approvisionnement en eau pour des cas precis, mais dans un cadre economique global, II devient en effet necessaire de situer la competition: ressources classiques/installation de dessalement; ces dernieres introduisent, dans les etudes d'optimum, des elements nouveaux dus a la forme particuliere de leurs fonctions de production. AbstractAbstract
[en] The author used a method starting with water and power demand curves; this leads to the rational allocation of production costs to water and power within a given market. The power demand curve is needed as it seems improbable to sell at a constant price the enormous quantity of electricity produced by a dual purpose plant. Criteria based on principles of classical economics, help to select objectively desalination methods and plant sizes. On these criteria, normative methods for tariffing action of water and power can be based, while adhering as closely as possible to structure of demand. Examples of such criteria are the maximum profit of the supplier or the maximum satisfaction of the consumers taken collectively. In the first case marginal costs must be equated to marginal revenue, in the second one marginal cost to marginal satisfaction (theory of surpluses). The plant size often determines the choice of desalination process. Therefore the shape of the water demand curve and the economic criterion adopted (public or private ownership, capital restrictions etc.) often determine in this way both size and type of plant. Before deciding on the desalination technique, market surveys and rather subtle economic analyses are therefore necessary. (author)

Le probleme est presente en introduisant la notion de courbes de demande d'eau et d'electricite, ce qui permet d'aboutir a un partage rationnel des couts de revient entre eau et electricite dans ]e cadre d'un marche. L'objet de l'etude est, a partir des principes de l'economie classique, de donner des criteres objectifs de selection des dimensions des installations et des techniques de dessalement et d'en deduire une methode normative de tarification des deux produits lies: eau et electricite, en collant autant que possible a la structure de la demande. Ces criteres sont en particulier, soit le maximum de benefice de l'exploitant, soit le maximum de satisfaction des utilisateurs, c'est-a-dire la realisation d'un optimum collectif. Ils se traduisent soit par l'egalite des couts marginaux et des recettes marginales, soit par l'egalite des couts marginaux et des satisfactions marginales (theorie des surplus). Les dimensions des installations determinant souvent le choix des procedes on peut conclure de ces considerations que ces choix sont etroitement fonction: - de la forme de la courbe de demande d'eau - du critere economique choisi (gestionnaire public ou prive, limitation des investissements,...). [en] A number of different possible programs for nuclear power stations of various types are presented in this survey. These programs are established in relation to the use of uranium and thorium in amounts similar to those that shall probably be produced in France during the next fifteen years. As it is possible to draw plans for nuclear power stations in which several processes exist simultaneously, an unlimited number of variations being thinkable, this survey is limited to successive analysis of the results obtained by use of only one of each of the following three systems: - system natural uranium-graphite, - system natural uranium-heavy water, -system enriched uranium-pressurised light water. All schemes are considered as assemblages of these three simple systems. The effects of plutonium recycling are also considered for each system. The electric power installed and the capacity of stations situated up-stream and down-stream have been calculated by this method and an attempt has been made to establish the sum to be invested during the fifteen years necessary for the launching of the programs scheduled. A table of timing for the investments groups the results obtained. Considering the fact that French availabilities in capital shall not be unlimited during the coming years, this way of presenting the results seems to be interesting. (author)

L'etude presentee comporte l'examen d'un certain nombre d'hypotheses de programmes de centrales nucleaires de types differents. Ces programmes correspondent a l'utilisation de tonnages d'uranium et de thorium de l'ordre de grandeur de ceux qui seront probablement produits par la France dans les quinze prochaines annees. Comme il est possible de batir un programme de centrales nucleaires, comportant a la fois plusieurs filieres suivant des variantes en nombre infini, on s'est contente d'examiner successivement les resultats obtenus si on utilisait exclusivement l'une des trois filieres suivantes: - filiere uranium naturel-graphite, - filiere uranium naturel-eau lourde, - filiere uranium enrichi-eau legere pressurisee. Tout programme apparaitra donc comme une combinaison des trois programmes simples precedents. On s'est attache en outre a examiner les consequences du recyclage du plutonium dans les diverses filieres. Les puissances electriques installees et les capacites des usines situees en amont ou en aval etant ainsi calculees, on a essaye ensuite de chiffrer le montant des investissements qui serait necessaire pendant les quinze annees en cause pour mettre en place les programmes envisages. Les resultats sont presentes sous la forme d'un echeancier d'investissements. Cette presentation nous semble en effet interessante compte tenu des disponibilites non illimitees en capitaux de la France dans les prochaines annees. (auteur)Original Title

[en] All the processes undergone by the nuclear material, including the various steps of fuel element manufacturing and of irradiated fuel reprocessing lead to working capital investments varying with the type of reactor, that must be taken into account in the kWh cost calculation. The author deals with a calculation method called: 'present worth method' and gives some examples concerning reactors the main fuel of which being either natural uranium or enriched uranium or plutonium. He especially points out the importance these investments may take in the case of fast breeder reactors. (author)

They give a 'simplified parametrized model' simulating the equilibrium of the offer and the demand in time, concerning the plutonium and the price deriving from the relative scarcity of this metal, taking into account the technical and economic operating parameters of the various reactors confronted. This model is simple enough to allow direct computations and establish clear relations between the various parameters. The use of the linear programmes method allows on the other hand a wide extension of the model. This report includes three main parts: I - General description of the study (without detailed calculations) II - Mathematical development of the simplified parametrized model and application (the basic data and the results of the calculations are given) III - Appendices (giving the detailed computations of part II). [en] A close examination of the local supply and demand for fresh water is involved when considering a sea water desalination plant in a given region. This examination makes it possible in most cases to undertake a thorough study of the natural resources, resulting in the use of desalination being rejected. After confirming this fact by precise examples, the authors consider that the preliminary study should be extended, taking into account the complementary character of natural resources and desalination systems: contribution to peak demand, contribution to base demand. This analysis results in a classification of the main user regions according to certain economic criteria defining their suitability for the use of desalination processes. (author)
