[en] After the text of the decree which mainly introduces modifications in different codes, this document proposes the opinion of the ASN on this decree. This opinion considers, quotes and comments all the decree articles. Thus the following issues are addressed: the right to information and transparency in the nuclear field, the local commissions of information (creation and territorial experience, composition, operation, local commissions with a status of association, national federation of local commissions of information), the High Committee for transparency and information on nuclear safety, the nuclear safety and base nuclear installations (general arrangements related to nuclear safety, the ASN and IRSN with their composition, operation and missions), the base nuclear installations (nomenclature, general arrangements, use of subcontractors, creation, ASN prescriptions, modifications of the authorisation decree for an installation, periodic re-examinations, definitive stoppage and decommissioning, public servitudes, applicable arrangements in case of severe risks, installations located at the vicinity, peculiar categories of installations), financial arrangements related to base nuclear installations, the transport of radioactive substances and pressurized nuclear equipment, controls and sanctions, civil responsibility in the field of nuclear energy.

[en] After a synthetic presentation of the bill project initial text, this parliamentary report contains presentations of the main contributions made by the Commission with the following objectives: to precise objectives of the French energy policy, to act in such a way that actions undertaken by companies, the State and communities fully comply with objectives of reduction of greenhouse gas emissions, to strengthen the social support to employees of coal plants, to actually boost building energy-related renovation, to make the certificate for energy saving a reliable and efficient tool at the service of energy transition, to ease the deployment of renewable energies, to strengthen the efficiency of missions of the Commission for Energy Regulation (CRE), to adapt the mechanism of regulated access to historical nuclear electric power (ARENH) to the present competitive environment, to better assist the process of opening to competition of energy markets. The articles of the bill project are then commented. They address the objectives of the energy policy, arrangements in favour of climate, measures of simplification related to environmental assessment, the struggle against fraud involving energy savings, the implementation of the 'A clean energy for all Europeans' package, energy regulation, gas and electricity regulated sale prices, The third volume reports discussions of the Commission about proposed amendments, a comparative vision of the text indicating arrangements which the Commission proposes to withdraw and those it proposes to introduce. Another document contains an impact study of the different here-above mentioned aspects corresponding to the different chapters of the bill project.

[en] This decree notably addresses the regulatory framework and process for the transmission of information and data to the administrative authority, arrangements related to additional accesses (to sites, materials, and so on), and the certification of international inspectors.
[en] After having briefly outlined that the bill project notably aims at a better protection of energy consumers, the different objectives and motivations are discussed. They concern the end of the search for and of the exploitation of hydrocarbons in the French soil in order to comply with the COP 21 Paris agreement and with the French Climate Plan. This results in an end to exploration and exploitation permits, and therefore the avoidance of local environmental impacts related to such activities (notably offshore). Some arrangements concern gas storages and consumers, and aim at a better safety of supply for the French gas system and consumers. Other arrangements concern relationships between providers and network managers, controls of of bio-fuels, and the reduction of emissions of some atmospheric pollutants. The text of the bill project is then provided as well as the report of an impact study which, for each of the mentioned issues (end of hydrocarbon exploration and exploitation in the case of overseas territories, gas storages and consumers, relationships between providers and managers, controls of bio-fuels) proposes a description of the situation and a diagnosis, a presentation of objectives, a discussion of the need for a new legal framework, an analysis of the impact of envisaged measures, a report of hearings, and modalities of application. A last text contains the opinion of the French State Council on the bill project, which, among other issues, notably addresses the following ones: guarantee of rights, ownership law, and right of free enterprise
[en] Within the context of a review of the French national low-carbon strategy (SNBC), this bill project modifies the objectives of the French energy policy, creates the High Council for climate which replaces the Committee of experts of energy transition with extended prerogatives, defines an arrangement which aims at limiting greenhouse gas emissions by the electric power production sector, simplifies procedures applicable to renewable energy projects, defines new tools to struggle against fraud against energy saving certificates, modifies some aspects related to the general status of independent administrative public authorities, and addresses the calculation of price additions of the mechanism of regulated access to historical nuclear energy.
[en] This decree modifies a previous one (22 June 1984) and authorises the Orano Cycle company to implement several modifications to its installation providing the respect of preliminary and specific agreements by the ASN. Among these modifications, it authorises the exploitation of a new workshop of radioactive wastes processing (TRIDENT) within an existing building. The decree defines thresholds for the uranium 235 content in the whole installation and in TRIDENT, and for the radioactivity level for waste warehousing and for the warehousing of materials other than fuel and moderating elements from nuclear power plants.
