[en] This report first recalls that the suppression of terrorist threat has already been the object of several texts negotiated under the aegis of UNO, that the current convention has been elaborated by taking existing conventions related to nuclear into account, and that this convention is the result of efforts made by the special committee created by the UNO and the G8 'Lyon-Rome' group. In a second part, the author shows that this text is based on conventions already ratified by France. As shown in a table containing the convention articles and the associated obligations for states after ratification, this agreement contains important progresses in terms of incriminations of acts of nuclear terrorism and their suppression

[en] After having briefly recalled the context of creation of the CERN, its importance as the greatest laboratory for particle physics in the world, the involvement of France in the CERN governance, this report addresses an agreement which is to modify a previous one on the CERN legal status, in order to introduce a new tax exemption. It recalls the different matters of dispute or disagreement between France and the CERN on various legal aspects, and notably taxing aspects. France finally proposed an exemption of registration fees for real estate acquisitions made by the CERN and used as official premises (the definition of these official premises is part of the agreement). The report then presents and comments the content of two articles of this agreement (framework of the exemption, date of application). The document then reports the discussion in commission, and the text the bill project is provided with its impact study: reference situation and agreement objectives, estimated financial and legal consequences, recall of a history of negotiations

[en] In its first part, this report presents the nuclear sector as a sensitive sector under strict surveillance: a sector of critical importance (safety policy with its actors and its multi-level planning, a safety arrangement for the nuclear energy sector), a regulation specific to the nuclear sector, and specialised protection forces. It also addresses the issues of intrusions and over-flights (overview of intrusions, unsuitable penal repression, and new dimension of air safety due to the development of civil uses of drones). The next part comments the content of the bill proposition, and addresses the lack of a suitable penal regime for the protection of nuclear materials and of areas regarding defence. The scope of application of the bill proposition is discussed, as well as the applicable and additional penalties. A list of hearings is provided as well as non adopted amendments and a table proposing a comparison between different versions of the text

[en] After a presentation of the content of the international Convention (1979) on the physical protection of nuclear material, this report comments how the evolution of the international context during the 2000's induced a strengthening of the Convention measures through an amendment which expands the infractions to be introduced in the national law, and expands the protection to nuclear installations (however, the application is left to the initiative of member States). It discusses the consequences for France of the approval of the amendment. Two other texts are provided in appendix: the report on nuclear safety in 2012 made by the IAEA Director General, and the resolution nr 1540 of the U N Security Council

[en] This report concerns the convention which defined the construction and exploitation conditions by currently twelve European countries of a large scientific research installation, the X-ray Free Electron Laser (XFEL), which can create a considerably more powerful and precise light than any other laser, by means of a self amplifying spontaneous emission effect (SASE effect). This installation is to be built in the German regions of Hamburg and Schleswig-Holstein. The author briefly describes this project, its scientific challenges and objectives. He indicates the involved countries and partners, and some key figures about construction. He addresses the current and programmed investments. He presents the economic and political framework and the legal framework, evokes agreements of the same type already signed by France, and outlines the peculiarities of the convention

[en] While stating a set of recommendations for the modernisation of the French nuclear deterrence (planning and financing aspects, technological developments for the various components, research and development efforts, securing of infrastructures, development of technological survey capacities, and so on), this parliamentary report first presents nuclear deterrence as an irreplaceable shield in the French national defence which is notably characterised by its organisational importance and dimensions for the national defence, which absolutely requires credibility, and which can be considered as having a lever effect for the French excellency. The authors then propose an overview of the different aspects of the indispensable renewal in order to preserve the French strategic advantage: description of an international context which requires the guard not to be lowered, stakes of necessarily continuous adaptation, and implementation of a sustainable effort.
