[en] First discussions in 1978 between Framatome and Chinese authorities about the supply of an NPP were successfully concluded in 1986 by the signature of the supply contracts (nuclear islands, conventional islands, nuclear fuel assemblies, and project management assistance) for the Daya Bay NPP. Since then teams of engineers and technicians from Framatome and other French companies, and from relevant Chinese institutes and agencies have gotten to know each other better and have deepened their relationships

AbstractAbstract
[en] The legislation, both federal and provincial, applicable to the regulation of the nuclear reactors operating in Ontario is examined. The relevant provisions of the Atomic Energy Control Act and the Nuclear Liability Act are described. The constitutional validity of both these acts is examined. The criticisms leveled at the Atomic Energy Control Act and at the Atomic Energy Control Board are identified and possible solutions are proposed. Environmental legislation that could be applied to Ontario's nuclear reactors and the shortcomings of the legislation are examined. Since emergency response in the case of an accident at a nuclear plant is considered to be of importance, the legislation, both enacted and proposed, that addresses this issue is described. Canada's international responsibilities in the field of nuclear energy are discussed

[en] The nuclear power program in Spain with eight power stations in operation and two more under construction as well as the different types (One graphite-gas, graphite-gas, two BWR, five PWR Westinghouse type and one PWR German type) demand very large regulatory provisions and licensing procedures. Since 1984 the Nuclear Safety Council (CSN) and the Industry and Energy Department promoted a more extensive research activity in the field of reactor safety. Since then, Spain has carried on research within the scope of a program that has continuously been updated. To insure the success of this research program the Spanish organizations decided to cooperate by using the most efficient means. In this group several organizations have participated besides the Nuclear Safety Council (CSN), the National Laboratory dependent of the Industry and Energy Department, the Energy, Environmental and Technological Research Centre, the Electric Companies coordinated by UNESA, the University and other nuclear companies. The program was established by several projects. Some of them in multinational cooperation within the scope of the OECD and EPRI, others promoted by the Spanish authorities to develop our safety technology. In these projects the organizations contribute with all their means to optimize financial support. This program is increasing continuously and it is being directed towards the international aims in the present and in the future of the nuclear energy technology

[en] The purpose of the two Conventions signed in Vienna on Sept. 26, 1986, is to support and improve international cooperation in case of a nuclear accident or a radiological emergency probably involving transfrontier contamination, and to provide the necessary legal framework for cooperation and assistance, as well as a basis for an information system. The bill presented by the Federal Government creates the legal basis for ratification of the Conventions in compliance with Art. 59, paragraph 2, first sentence of the Basic Law. Majority decision.
