AbstractAbstract
[en] Prevention of radioactive marine pollution and modifications to the law of the sea are discussed on the basis of the work elaborated by the Third United Nations Conference on the Law of the Sea. The purpose of the planned measures is to grant States the competence and powers required to protect the marine environment, given abusive practices. It is also emphasized that, according to proposals made at the Caracas meeting in 1974 and at the Geneva meeting in 1975, modernisation of the law of the sea will concern particularly a strengthening of the rights and powers of coastal States and the sanction of measures taken unilaterally by some States to preserve their territorial seas from pollution. Mention is also made of proposals following the Recommendation of the United Nations Conference (Stockholm 1972) on control of radioactive pollution from nuclear surface ships and submarines

Le theme de la lutte contre les pollutions radioactives et les transformations du droit de la mer est traite a partir des travaux elabores par la troisieme Conference des Nations Unies sur le droit de la mer. Les mesures envisagees ont pour objectif de reconnaitre aux Etats les competences et les pouvoirs necessaires a la protection du milieu marin face aux abus pratiques. Le rapport souligne egalement que, d'apres les propositions faites a la session de Caracas en 1974 et a celle de Geneve en 1975, la renovation du droit de la mer sera marquee par un renforcement des droits et des pouvoirs des Etats cotiers et par la consecration des mesures prises unilateralement par certains d'entre eux pour preserver leur mer territoriale de la pollution. AbstractAbstract
[en] This lecture provides a description of the agreements and procedures in force based on the principles of rapid notification and mutual assistance in case of accidents likely to have transfrontier effects. The lecturer recalls that these principles are contained in an OECD recommendation to States in 1974. He refers to the 1986 Chernobyl nuclear accident which triggered the fast adoption of the two IAEA conventions on early notification of a nuclear accident and on mutual assistance in that event. Since then, many countries have recognised these principles as an obligation between neighbouring countries and in the framework of maritime and nuclear activities and have concluded relevant agreements. The agreements concluded by Belgium on notification and assistance regarding transfrontier pollution are listed and described. (NEA)

Cette conference fournit une description des accords et procedures en vigueur bases sur les principes de notification rapide et d'assistance mutuelle en cas d'accident susceptible d'avoir des effets transfrontiere. [en] The contribution criticizes several items in the annex of the StrlSchV, whereby the criticism in some cases is more serious than in others. Important are those points which deal with the safety of employees, and those which facilitate monitoring. In order to increase safety, MAC values should be pointed out in the case of long-lived radionuclides, and the limiting value of activity concentration for gaseous tritium in air should be restipulated taking into account the autooxidation rate and the measuring possibilities for detecting tritiated vapor in the presence of gaseous tritium. Proposals are made for enhancing and facilitating radiation protection monitoring. (orig./HSCH)

In der Arbeit wird an mehreren Angaben im Anhang der StrlSchV Kritik geuebt mit unterschiedlicher Gewichtung. Wichtig sind vor allem die Punkte, die die Sicherheit der Beschaeftigten betreffen und die, die eine sinnvolle Erleichterung der Strahlenschutzueberwachung aufzeigen. Zur Vergroesserung der Sicherheit sollte bei langlebigen Radionukliden auf die MAK-Werte hingewiesen werden, und der viel zu grosse Grenzwert der Aktivitaetskonzentration fuer gasfoermiges Tritium in Luft sollte unter Beruecksichtigung der Autooxidationsrate und der messtechnischen Moeglichkeiten zum Nachweis von tritiumhaltigem Wasserdampf bei gleichzeitiger Anwesenheit von gasfoermigem Tritium neu festgelegt werden. AbstractAbstract
[en] Presently, there are four hazardous wastes at the Oak Ridge Gaseous Diffusion Plant that are candidates for the delisting from the Resource Conservation and Recovery Act (RCRA) hazardous waste regulations. These candidates are the sludges from K-1407-B and C ponds, Central Neutralization Facility sludges, mixed sludges from Y-12 and the ash generated by the RCRA/Toxic Substances Control Act (TSCA) Incinerator. All of these hazardous wastes contain radioactive constituents as well as hazardous constituents. The delisting will be based upon the nonradioactive constituents. Whether the delisting petition is granted or not, the wastes will be handled according to the Department of Energy guidelines for radioactive wastes. The presentation discusses the methodologies for delisting these wastes and the rationale behind the processes
