Application of the concept of possess or control in the decommissioning of the TRIGA 2000 Bandung reactor

Description

Bandung's TRIGA 2000 Reactor has an operating license that is valid until 2027 dan based on the IAEA Peer Review Mission - Research Reactor and Waste Management, the decommissioning option chosen by BRIN if the decommissioning is eventually carried out is Deferred Dismantling. Deferred Dismantling is a condition In which the reactor will enter a Safe Enclosure that will usually last for a period of 50 to 60 years. One of the urgent problems that can occur in the decommissioning of the Bandung TRIGA 2000 Reactor is the inadequacy of disposal sites or storage areas for the waste generated during the dismantling process. This will create a dilemma for applications for Decommissioning and the Extensions for Operating License. The proposed alternative is the Possess or Control Concept. Possess or Control is a type of facility permit that is most often issued for an extended period of time (usually years) during safe enclosure between periods of routine operation or leading to decommissioning of the facility. Hopefully, with the provision of Possess or Control, Nuclear Facilities remain safe and secure and can solve urgent problems that hinder the decommissioning process in that period. The concept of Possess or Control can be proposed as an alternative in the event of a dilemma where the TRIGA 2000 reactor cannot be decommissioned, nor extend the operating permit. Possess or Control must be studied for its applicability to the licensing of Nuclear Installations and Materials in Indonesia, because it allows the modification of SSC without submitting modification approval.
