Review of the implementation of work competency certification for radiation workers at radiation facilities and/or activities utilizing ionizing radiation sources

Description
Law Number 10 of 1997 concerning Nuclear Energy requires every certain officer who works at a facility that utilizes ionizing radiation sources to have a work permit. A work permit is issued by BAPETEN if certain workers of installations that utilize radiation sources already have competency certificates. Workers obtain competency certificates after participating in a competency certification process in accordance with the provisions in the regulation 16 of 2014 concerning work permits for FRZR officers. According to Law number 13 of 2003 concerning Manpower, competency certification is carried out by the Indonesian National Certification Agency (BNSP) or Professional Certification Body (LSP) referring to the Indonesian National Competency Standard and/or Indonesian National Qualification Framework (SKKNI and/or KKNI). Currently, competency certification for FRZR officers refers to traceable competency standards or competency standards set out in Appendix II of Regulation 16 of 2014. This paper contains an overview of the implementation of the competency certification of certain workers of installations that utilize radiation sources along with the provisions in the Act of the Republic of Indonesia Number 13 year 2003 Concerning Manpower and its derivative regulations. The results of this review indicate that the implementation of standardization of working competencies for certain workers of installations that utilize radiation sources is not fully in accordance with the Act of the Republic of Indonesia Number 13 year 2003 Concerning Manpower and its derivative regulations, particularly provisions related to working competency certification. However, the implementation of work competency certification for certain officers in the FRZR field has been carried out in accordance with the mandate of Law Number 10 of 1997 concerning Nuclear Energy and its derivative regulations regarding work permits for FRZR officers.
