Automatic translation: The conclusion of the treaty on the Union of Belarus and Russia in 1997 and the subsequent creation in 1999 of the Union State made it possible for the first time since 1991 to unite the efforts of the two states to solve the most socially significant problems, including the problem of overcoming the consequences of the Chernobyl disaster. In the period of the 90s, in the national legal acts of the two states related to overcoming the consequences of the Chernobyl disaster, despite the similarity of problematic issues, various approaches, criteria and mechanisms for their solution were formed, which led to significant difficulties in the comparative analysis of current and forecast data characterizing the consequences of the accident at the Chernobyl nuclear power plant, the planning of joint projects and hindered the exchange of accumulated experience in solving this problem, including when interacting with international organizations. In 1998-2005. two Russian-Belarusian programs were successfully implemented to overcome the consequences of the Chernobyl accident. The main focus of the tasks solved in these years was to ensure the creation of a unified regulatory space and a general system for the provision of specialized medical care to citizens of Russia and Belarus exposed to the Chernobyl radiation. This made it possible to seriously advance the scientific understanding of the consequences of Chernobyl, and, most importantly, the practice of overcoming them.

Заключение в 1997 году договора о Союзе Беларуси и России и последовавшее создание в 1999 году Союзного государства позволило впервые после 1991 года объединить усилия двух государств на решение наиболее социально значимых проблем, к числу которых относится и проблема преодоления последствий чернобыльской катастрофы. В период 90-х годов в национальных правовых актах двух государств, связанных с преодолением последствий чернобыльской катастрофы, несмотря на сходство проблемных вопросов, сформировались различные подходы, критерии и механизмы их решения, что привело к значительным затруднениям при сравнительном анализе текущих и прогнозных данных, характеризующих последствия аварии на Чернобыльской АЭС, планировании совместных проектов и препятствовало обмену накопленным опытом в решении указанной проблемы, в том числе и при взаимодействии с международными организациями. В 1998-2005 гг. были успешно реализованы две российско-белорусские программы по преодолению последствий аварии на ЧАЭС. Главной направленностью задач, решаемых в эти годы, являлось обеспечение создания единого нормативно-правового пространства и общей системы оказания специализированной медицинской помощи гражданам России и Беларуси, подвергшимся воздействию чернобыльской радиации. Это позволило серьезно продвинуть научное осмысление последствий Чернобыля, и, что особенно важно, практику их преодоления.Files
