This year, 1991, is the twentieth anniversary of the formation of the UNiversity Isotope Separator in Oak Ridge (UNISOR) consortium and the tenth anniversary of the beginning of the Joint Institute for Heavy Ion Research at the Holifield Heavy Ion Research Facility (HHIRF) in Oak Ridge. UNISOR and the visitors program of the Joint Institute have brought literally hundreds of scientist to work at HHIRF. This papers in this conference cover current achievements and highlight future direction and opportunities. Also covered are future research opportunities opened up by new instrumentation and new cooperation at HHIRF. This conference documents the continued importance and significance in low-energy heavy-ion research. Radioactive beam facilities and the new generation recoil mass separators and 4π detectors will not only open up new windows in atomic and nuclear physics but also allow laboratory-based nuclear astrophysics to address fundamental questions which cannot be addressed currently anywhere in the world. Separate abstracts were prepared for 24 papers in this conference
