25^th IAEA CEG (Contact Expert Group) Plenary Meeting and IAEA CEG (Contact Expert Group) Workshop: Economics of Spent Nuclear Fuel Management – Reprocessing and Direct Disposal. Materials Presented to the Meeting

The 25th CEG plenary meeting was held on 6 and 7 October 2011 in Stockholm, Sweden. Representatives from 13-member states were in attendance. The meeting addressed the progress of the Global Partnership programmes in dismantlement of decommissioned nuclear submarines and ships, management of spent nuclear fuel (SNF), radioactive waste (RW) and Radioisotope Thermoelectric Generators (RTGs) in 2011. Several specific project briefings were presented. Following a broad situational report by the Russian Federation, as to the status of nuclear legacy remediation efforts in North West and Far East Russia, nine CEG Members and the EBRD provided updates on cooperation activities in Russia and gave an overview of their programmes in FSU countries in the framework of the Global Partnership. The CEG positively noted Germany's support for the construction of the facility for storage of submarine reactor compartments at Saida Bay (North West Russia). To date, 40 reactor compartments have been placed at the storage pad. The delivery of the Italian built ship "Rossita" for transportation of SNF and RW from former Russian Navy bases was one of the most important achievements in 2011. Japan's delivery of key infrastructure components for the submarine reactor compartments storage site in Razboynik Bay (Russian Far East ) was of particular note. The arrival of the Japanese funded floating dry dock, jib cranes and tug in 2011 will ensure full operation of the facility. The beginning of SNF removal from Gremikha Base (North West Russia) was one of the main achievements by the French partners in 2011; its completion is expected in 2012. The meeting noted the effective removal of all RTGs from the Baltic region of Russia in 2011, headed by Norway with contributions from Finland and Sweden. The USA's on-going program to remove RTGs from the Northern Sea Route was noted: 64 RTGs removed in 2011.
